2. Sourcing & Manufacturing Disclaimer

Bargain Balloons is a distributor and retailer of balloons, event decorations and novelty items. We are not the original manufacturer of any products sold on this platform.

Initial safety testing, product designs, chemical formulations, and primary compliance certifications are performed and held by the respective third-party manufacturing brands. We may conduct our own secondary testing. Our role is focused on sourcing, curating, and distributing these finished products to adult consumers and event professionals under strict safety oversight.

3. Product Safety Categories & Testing Policies

To ensure safety, our balloon inventory is managed under two distinct regulatory tiers based on design and visual characteristics:

Tier A: General Use & Adult Decorative Products

Applicable Items: Solid-colour latex balloons, geometric foil balloons (stars, spheres, cubes), generic message balloons, DIY balloon arch/garland combination kits, professional event hardware, and metallic text/number balloons.
Intended Use: Designed, manufactured, and marketed exclusively for adult event decoration, weddings, corporate galas, and professional backdrops.
Age Grading: Ages 14 and older. These items are not toys. They are legally excluded from children's toy testing requirements based on their intended decorative application. They must be handled and installed exclusively by adults.

Tier B: Children’s & Character Products (Sold to Adults for Child Use)

Applicable Items: Any balloon or kit featuring licensed children's characters (e.g., cartoon or movie personalities), animated animals, child-oriented illustrations, or products explicitly marketed for children’s birthday parties.
Intended Use: These products are classified as Children's Products under Health Canada guidelines because their visual characteristics naturally attract children.
Dual-Verification Testing Protocol: We utilize a multi-layered verification system. We verify that applicable brands and production lots undergo laboratory testing to meet strict safety limits for heavy metals, migration of certain elements, and mechanical safety. This baseline manufacturing data may be periodically reinforced by our own secondary testing measures.

4. Mandatory Consumer Safety Warnings & Child Supervision

Regardless of product classification, Canadian safety laws require strict adherence to the following physical hazard warnings. Even when items are purchased by adults (18+), children may interact with them at final events. Strict and constant adult supervision is mandatory.

📦 Product Labeling and Message Variations

Please note that safety messages, compliance symbols, and warnings may or may not appear directly printed on the surface of the individual balloons themselves. Depending on the manufacturing batch, brand, and design aesthetics, these mandatory warnings may instead be prominently displayed on the outer retail packaging, master cartons, product inserts, or online listing pages. Regardless of the visual placement on the material, all safety guidelines outlined on this page remain fully applicable and must be strictly followed.

🎈 Choking & Suffocation Hazard / Risque d'étouffement

WARNING: Children under 8 years can choke or suffocate on uninflated or broken balloons. Adult supervision is required at all times. Keep uninflated balloons away from children. Discard broken balloons immediately.

🚫 Latex Allergy Caution / Mise en garde contre les allergies au latex

CAUTION: Our natural rubber latex balloons can cause allergic reactions in sensitive individuals. To prevent eye or facial injury and reduce allergen exposure, do not inflate balloons by mouth. Always use a hand pump or electric balloon inflator.

ATTENTION: Nos ballons en latex de caoutchouc naturel peuvent provoquer des réactions allergiques chez les personnes sensibles. Pour éviter les blessures aux yeux ou au visage et réduire l'exposition aux allergènes, ne gonflez pas les ballons à la bouche. Utilisez toujours une pompe manuelle ou un gonfleur de ballon électrique.

⚡ Foil Balloon Safety / Sécurité des ballons métallisés

WARNING: Metallic foil (Mylar) balloons conduct electricity. Do not release foil balloons outdoors or near overhead power lines. Always secure helium-filled foil balloons to a secure anchor weight, and never use metallic ribbon.

ATTENTION: Les ballons en feunille métallique (Mylar) conduisent l'électricité. Ne pas lâcher de ballons métallisés à l'extérieur ou à proximité de lignes électriques aériennes. Attachez toujours un contrepoids sécurisé aux ballons gonflés à l'hélium et n'utilisez jamais de ruban métallique.
